Biography

Miguel López-Valverde Argüeso (Bilbao, 1972) has been Madrid's Regional Minister of Digitalization since June 2023. With over 25 years of experience, he combines strong technical training with leadership in digital transformation and digital health.

He holds a degree in Telecommunications Engineering from the Polytechnic University of Madrid and advanced management training from IESE Business School. His career includes senior roles in consulting, telecommunications, and healthcare technology at Siemens, Atos, IECISA (El Corte Inglés Group), and Inetum, where he led major digital health and medical imaging projects.

As General Director of Information Systems and Digital Health (2022–2023), he drove Madrid's most ambitious healthcare digital transformation, integrating artificial intelligence into preventive medicine and medication management.

As Regional Minister of Digitalization, López-Valverde has positioned Madrid among Europe's digital leaders. Flagship initiatives include Cuenta Digital, used by more than one million citizens to access public services, reducing administrative time by 60% and cutting paperwork sevenfold; the EficiencIA program, which is automating over 1,000 procedures using AI; and a regional AI assistant providing personalized support across public services.

He also leads the Digital Health Strategic Plan 2026–2030, backed by €336 million, with services such as the Virtual Health Card used by nearly four million people, while strengthening innovation, public-private collaboration, cybersecurity (reinforced by the Cybersecurity Strategic Plan 2025–2028), municipal digitalization, and digital skills programs that have reached over 135,000 people.

Under his leadership, Madrid has consolidated its role as a leading European digital economy hub, attracting more than €1.2 billion in high-tech foreign investment, hosting nearly 20,000 high-tech companies, generating 350,000 digital-sector jobs, and deriving around one third of its regional GDP from digitalization.
