Biography
Tsan Chan is the Chief Executive of HTX (Home Team Science and Technology Agency) and concurrently the Deputy Secretary (Development) in the Ministry of Home Affairs (MHA).
With over 20 years of experience in MHA, he has held key appointments in engineering, operational, and leadership positions. He has led strategic planning and long-term development efforts while delivering mission-critical capabilities for the Home Team, collaborating closely with all Home Team Departments in both capability development and operational domains.
Since HTX’s formation on 1 December 2019, the agency has grown into a leading Science and Technology organisation dedicated to Public Safety and Security. Under his leadership, HTX has integrated diverse scientific and engineering talent, facilities, and platforms to deliver transformative, operationally-ready solutions, including ICA’s New Clearance Concept—the world’s first passport-less immigration system.
Recognising the potential of the innovative startup ecosystem, Tsan Chan led the establishment of HTX’s innovation centre, Hatch, in May 2023, to collaborate with global startups on dual-use technologies. In April 2024, he created the Milipol Asia-Pacific & TechX Summit (MAP-TXS), which attracted 2,400 delegates and nearly 12,000 visitors. The event returns in April 2026, rebranded as Milipol Tech X.
In June 2024, HTX launched its AI Movement under his leadership, aiming to transform HTX into an AI-first agency and harness AI to enhance the Home Team’s capabilities. His strategic foresight continues to position HTX at the forefront of science and technology, securing Singapore’s future in an evolving public safety landscape.
Tsan Chan was awarded the Public Service Commission Singapore Government Scholarship in 1992. He holds a Diplôme d’Ingénieur in Telecommunications from École Nationale Supérieure des Télécommunications (ENST) in Paris, France (1998). His accolades include the Public Administration Medal (Silver) in 2017, the Most People-Focused CEO Award at the HR Excellence Awards 2024, and the Digital CEO of the Year Award at the Spark Asia Digital Leader Awards 2025.
Fluent in English and Mandarin and conversant in French, Tsan Chan is married with four children.
